I tried your suggestion above, after assembling the Action Tile deck. It works for lifting the deck, but the top card still flips over. Simurgh, as it is set up, has the "Hold Left Click" function set to flip the top card of the selected deck. It creates some sort of "phantom card" for the unlocked deck where the face of the card is revealed, but attempting to draw from this pile does not draw that flipped card, but the face-down stack hovering below it.
Additionally, Alt-selecting and unlocking the Action Tile deck and then moving it actually moves the snap location of the Action Tile deck, as it is designated as a bag. The card that became face-up seems to become a placeholder image for the bag, as throwing drawn cards into it piles them below the card image. Unlocking the Action Tile deck, moving it, and dropping it onto the card meant to lie on the bottom of the deck does not work. It is treated as dropping a bag on top of another object, so they do not merge.
