    VerticalScrollView taking priority before escape

    When a VerticalScrollView is present one cant interact with escape menu.

    Example:

    This issue actually occurs with any and all Input elements from the Custom UI that I've tested. These elements seem to take priority over anything else for intercepting all click, drag and scroll interactions. You cannot zoom in our out in the 3D view while your mouse is hovering over one of these elements either.
